Was the first governor of Wyoming. He was an
Ohio-born brigadier-general from the Civil War. He selected Cheyenne as
the state capital and immediately launched into a series of far-sighted
legislative matters, particularly in relation to women's rights. Wyoming
enacted women's suffrage in 1869.
